Hello! I'm not a super technical boy, but if this is in the wrong place/is a dumb question/etc. and so on, just let me know or lock this.
My brother and I cobbled together a PC out of spare parts that he had a couple of years ago, and he always told me that with this particular motherboard and setup, I had to hit the restart button to get things to boot. The part number is 132-BL-E758, I believe. The PC has always had to operate this way, and as soon as I hit the reset/restart button, everything boots normally. However, I'm now starting to have some other issues with the PC, so I wanted to see if I could at least eliminate this issue going forward.
I don't have specs on me, as I'm at work right now, but I know the graphics card is some GTX Titan Black. I found the following link via searching, but it didn't seem like the issue was actually fixed (aside from possibly RMAing the mobo, which is way out of warranty as far as I'm aware):

Any thoughts or ideas? If I'm a dummy, you can say so.
Edit: I might not have been completely clear, but after I hit the restart button on the PC, everything boots as normal, graphics card works, etc.
