EVGA X299 DARK MOTHERBOARD

Hello,

I brought the EVGA X299 DARK MOTHERBOARD /
Intel Core i9-10980XE Extreme Edition Processor /
64GB PATRIOT memory /
AMD RADEON 5700XT /
EVGA SUPER NOVA 1000W PSU
when I turned on the PC for the first time I received the error massage DF,
I talked with EVGA and they ship to me a brand new bios chip with 1.24 version, 
I installed the bios chip correctly exactly as the first bios chip,
I turned my pc again and this time there is no DF error massage, infect I don't see any codes on the MOTHERBOARD but the status is no post.
This is a brand new pc with all parts, approximately a half year + I don't know what to do,
COVID 19 caused some series delay to the bios chip (2 month)
communication is by email and its very hard to resolve it in this way
can someone please tell me if I need to ask for another bios chip? maybe it faulty?

    Make sure that the BIOS switch is flipped over to the removable BIOS.

    There's only 3 selections to make, and if it's already on the far side and not the middle, flip it all the way to the other side and reboot (or do it while power is off).

    Don't forget to update the other BIOS positions after you get set up.
     
    Edit: Page 14 of the Dark's manual, #28 is the BIOS selector switch.

    I tried that already, and its very wearied 

    Turn off pc > switch to bios 2 > turned on > DF error massage

    Turn off pc > switch to bios 3 > turned on > DF error massage

    can you understand why I saw this error massage? 
    as far as I know I shouldn't saw thus massages because of the updated version of this bios, am I correct? or its something else?

    Well, for my X299 FTW K motherboard, the dF error code meant that my 10940X wasn't supported by the BIOS.
     
    I called EVGA and received a replacement BIOS chip with a version that did. I carefully removed the removable BIOS chip, noting at which corner the little dot was on the chip so that when I installed the replacement, it was in the correct orientation.
     
    So, if you have a properly installed replaceable BIOS chip, and none of the selectors work, then either you have a bad replaceable BIOS chip or something else is the matter. Your best bet would be to give EVGA's tech support a call and see if they want to send another removable BIOS chip, or RMA, or something else. https://www.evga.com/about/contactus/

    Assuming that the new chip is installed correctly, may want to try and remove it and re-install, and that you have tried all three of the chips. I would suggest reaching back out to EVGA, its possible that they sent you a chip with the wrong BIOS version on it.

    Could m.2 and video card cause a conflict?

    No, error message you are seeing can't be caused by M.2 or video card. This error message is well documented in this forum if one bothers to search and solution is exactly what arestavo and jasoncodispoti already told you to: Open ticket with EVGA to send you BIOS chip with version that does support Cascade Lake-X CPU.
