EVGA Step-up TAX cost

I am hoping to step-up from an EVGA RTX 3070 XC3 Black to EVGA RTX 3080 and I noticed that the tax for stepping up is calculated based on the full MSRP of RTX 3080 and not the cost difference between RTX 3070 and RTX 3080.
 
Is this normal?

    Yes. It’s just like trading in an old car, the cost of tax is on the full MSRP, even though the old car removes some of the total cost from the new car.
