Yes, you would as long as the cards are added to the official step-up list within your 90 day period.

If EVGA lists the 20 series cards on the Step-Up page - before your 90 days are up - then yes

No one knows when EVGA will add or remove anything from Step-Up page ---> Till it Happens

Usually the basic version of any card is the only ones offered.
    (excerpt from EVGA Step-Up page)

"EVGA maintains a list of current graphics cards as well as motherboards available to Step-Up to. Products listed are mostly stock (not factory overclocked, or water cooled) due to stock limitations."

Step-Up can actually end up costing you more money due to the extra shipping - you only get credit for the actual price of the card

Important to note, that it needs to be an EVGA nVidia 1060 to qualify.  Seems like an obvious thing, but you do never know.
As for what appears on the step up list, it's typically the reference based cards that are on offer via step up.  My 1080ti step up was for an EVGA reference card so I added the evga hybrid kit to it when it became available a few months later.

One other note, with the prices of the pascal cards starting to drop it may be wise to use a credit card with purchase protection on it to buy the pascal card.  when the price on the 1060 drops, you're protected and can collect the difference from your CC and still get the full paid value through the step-up program.

That is correct you can only stepup from an EVGA branded video card within a 90 days period.

AMD Ryzen 9 7950X,  Corsair Mp700 Pro M.2, 64GB Corsair Dominator Titanium DDR5  X670E Steel Legend, MSI RTX 4090 Associate Code: H5U80QBH6BH0AXF. I am NOT an employee of EVGA
