EVGA RTX 2080 Ti FTW3 ULTRA wont clock past 1350 Mhz after installing driver 456.38

After installing driver 456.38 Precision x became glitchy cant save settings, cant set power target the slider is over to the right and says 0% and won't clock past 1350 Mhz.  My PC seems really slow. I uninstalled drivers with ddu. Reinstalled drivers nothing seems to work.

    I'm not having that issue with a 2080 super and those drivers - but I don't use precision, just afterburner.

    Set defaults with precision. If that doesn't work, try shutting off your computer and start it back up after 30 seconds. (Not a simple reboot)

    If that doesn't work, uninstall Precision.

    If that doesnt work, try an older driver version.
