EVGA Precision XOC x64 6.2.7 Framerate Target Issue (FPS lower than the set target)

Hi guys,
 
When capping/setting the target FPS for gsync through evga precision xoc to 141 fps, my fps is always capped 8-10 fps lower (around 131-133fps can't remember exactly).
 
Is this an issue with the software or something else causing it (my PC is capable of getting stable 144+ fps, so it is not an issue with my hardware)?

    Precision issue..Try raising the target to 151-154 or thereabouts to get an effective framerate limit of 141-144..Play with it..See how that rolls.
