Exactly the same problem.
Just installed my new 1080ti and downloaded "Precision XOC" v.6.1.9 to setup frequencies and rgb colors. 
But can't run it because the same "PrecisionX_x64" error pops up. Then the program launches but showing zero temperatures and frequencies as well.
Trying to click any button on screen immediately crashes the programm.
Please help!

did you try to update with the new nvidia driver 384.76. the driver came out yesterday.i installed,and its working. i am using a evga gt 1030. but i also notice that the power and temp is control with 6.18 is gone. the driver is a fix it update. but besides that it runs perfect,and smoother in my opinion try it hope it works for you. then if not do a full uninstall it,registry and all. Then install,and restart your pc if not wait for the fix,or go back to the 6.18 after a full uninstall. then reinstall,and also do a clean install with the nvidia driver. this is what i would do.

Already use 384.76 driver, seems like XOC issue not NVIDIA driver issue.

By the look of things, the download link for 6.1.9. has just been pulled offline, so I'd say stick with 6.1.8. til they re-release it.

Are you uninstalling the old installation first?
I'm assuming you are using a version of Windows. Go to Control Panel\All Control Panel Items\Programs and Features . After you have uninstalled go delete a left behind folder in C:\Program Files (x86)\EVGA\Precision XOC  .  Think this is the right folder I haven't done it in while?
Than you should restart the computer before you go do the reinstall.
If still there after the uninstall and restart, check your computer for a virus.
 
Edit: Wait this Precision XOC version 6.1.9 has pulled for having to many issues, so do not know if just picked this thread blindly?

Your are using Precision X version 4.0.0 is what you are saying? That would be a version from the year 2013?
Are you trying to install a newer version?
 
What are your system specs? As in processor, power supply, video card, memory and motherboard.
 
Edit: First thing you should be worried about is getting the almost five year old older version off the computer if trying to move to a newer version.
