So after dealing with RED LEDS and middle fan going crazy i also been dealing with the buzzing souns and this whole time i thought it was coming from my speakers but it was defintely from the GPU.
It isnt a PSU issue as not only did i swap between a 800w and 1000w Corsair but i also purchased the 1600w t2 evga PSU and still getting the same problems. I just recieved my RMA and it also does the same buzzing sound im awaiting 42 hours to confirm if i am still dealing with the same red led and middle fan issue. I gone through all the bios flashes as instructed and PX1 verisions and it is not helping. So currently dealing with two $1400 GPUs that seem to be having similiar issues.
 

 

Just so I am certain if we are getting buzz from the VRM to the extent in this video we should RMA? I understand it is common with the 2080 Ti but the amount of buzzing can vary and it is possible to get a card without the buzz at all. Is the above video an example of an extreme amount of buzz? It's the level of buzz I have. 

Well that's with the side case open.  I have the similar whine sound.  It's possibly louder if I take the side case off of mine.  It's the norm unfortunately for many 2080 Ti's but some might get lucky with less or none.  Not sure if it's worth RMAing at this point but that is up to you.

I'm having a very similar problem to those posted above running an EVGA 2080 ti Black Gaming. The GPU is silent during desktop operations / regular use with starts a high pitched squeal or buzzing now when under any load (Heaven Benchmark or playing a game for instance). 
 
I never really noticed it before but now the entire system is water cooled and very quiet, so this noise is extremely annoying.
