Could be a number of things but I'm guessing based on your title, you're talking about the fan speed in your post?  If so, you could setup a fan curve in EVGA's Precision X1 software and have the fan ramp up according to the temps and audibles of your liking as long as it doesn't get too hot.  Hitting max GPU thermals could be the culprit to the PC shutdown but not sure what temps you were getting prior.

After i make this post i also download the EVGA precision X1 i turn on both fans at 50% then it seem it fix those annoying fan speed turn on & off atleast it less likely to trigger.

But while i have the EVGA precision X1 turn on i tried turn on 100% for both fan. However i also hearing coil whining noise + both fans turn at 100%.

Fan speed depends on the GPU temperature, it does not matter what the MHz is.

Click on the fan setpoints and drag them to wherever you want them..Then click Apply.

You can set a minimum fan speed and also a maximum fan speed..You can remove setpoints by clicking to highlight them and pressing Del on the keyboard..You can add setpoints by clicking anywhere on the fan curve line..You can change the curve to stepping and vice-versa by double-clicking in a blank area of the fan curve editor..The horizontal dotted lines are the min/max limits.

You can also change the Fan Speed Update Period by double-clicking on the number and typing in your own, then press Enter on the keyboard, then Apply..Same goes for Hysteresis (temperature delay in C.).

You can see temperatures by clicking on the iCX button at the bottom-right of Precision X1.

Dell XPS 8700 --- your Case is holding all the GPU heat inside -- Open the side panel - to test

If your going to use that case you should have gone with a "blower card" that pushes the heat outside of the case

ACX coolers are very good a cooling the card --> But they put most of that heat into the PC case - Your case fans Need to remove that heat

Oh i didnt know there is difference between blower card or ACX cooler i thought it was the design now i know why Dell only sell PNY (blower card). But my previous GPU (EVGA GTX 760 2GB) almost identical with my RTX 2060 super except 2 inch shorter. I have been using 760 sicne 2014 with my evga GQ 80+ gold 650 watt and have zero issue. I didnt experience of fan turn on 100% on and off. I dont get shut down or restart randomly.

I bought my EVGA RTX 2060 super from Microcenter that came with the Call of duty modern warfare. I dont think i can return the card and buy another as i already used the code lol.

I found out it was the Power supply EVGA G5 80+ gold 850watt that turn on fans. When i dont gaming both GPU and PSU fan is off. Once i tab into the game the both fan turn on.

Is the PSU getting its air from Inside or Outside the case ?

Are there Any fans in front of your case ?  I know there is 1 exhaust on back of case

Set All Case fans to 100% -- does the GPU stay cooler ?

Your choices are to "Mod the Case" --> Add fans & openings -or- buy a different case

Something like - Add 2 - 120mm top fans & 2 - 120mm front fans - maybe add another 120mm fan to the removable side panel

Case Smithing: Go with the flow - Installing a new case fan mount

Turning off eco mode would make the fan on the psu run 24/7.

With the computer off the fan in the psu should also be off.
