No you do not need a modded BIOs. Just software overclock with it:

Keep in mind that your video card is already overclocked over the standard GTX980ti so overclocking may be limited.

AMD Ryzen 9 7950X,  Corsair Mp700 Pro M.2, 64GB Corsair Dominator Titanium DDR5  X670E Steel Legend, MSI RTX 4090 Associate Code: H5U80QBH6BH0AXF. I am NOT an employee of EVGA

+1 to what  Rj said. But yes, both EVGA Precision and MSI Afterburner allow voltage unlock, but again mileage may vary, and also your cards life span.
    EDIT:
Having owned 2x 980 Ti Classified's, without a modded bios, the cards were already at the voltage cap. And even then, Don't expect much beyond 1500Mhz on the core clock. 1 of my cards could easily run 1475Mhz while the other one struggled to get past 1445Mhz. If this is your every day card, I am not one for recommending adding more voltage. See how far you can go without adding voltage, you'll likely be surprised how well Maxwell architecture can overclock.

Can you tell me what values I should set for my video card 1x? When I set up according to the instructions on the Internet PC hangs and does stupid things

Nobody can tell you what settings to use. You have to take it slow and find your max values yourself.
