2009 Mac Pro (flashed to the latest Mac OS 12-cores) / TCL 43in 4K TV (supports 60Hz via HDMI ARC 2.0)

I'm trying to use this as my main monitor. I bought a brand new Insignia HDMI 8ft (supports 4K 60Hz) from BestBuy and it's plugged through Female HDMI-Male DVI because when I plug straight into HDMI, it doesn't come on. After setting the TV to HDMI 2.0, I head to Mac's System Preferences<Displays<Refresh Rate. The option for 60Hz is not grayed out, so I click it. After that, the screen goes black and there is no signal. Can someone please help me? I've done a lot of research and I really don't know what to do as I refuse to use the TV at 30Hz. I've read on Apple that the newer Macs can support 4K 60Hz, but that doesn't apply to me because I have this GPU, correct? Also, the option is available for me to use? The last culprit I think it is the DVI adapter, so I ordered a Display Port adapter hoping it would fix the issue of losing signal.

I've attached a link to a screenshot of my System Preferences.

DVI cannot physically support 4k 60 Hz, you will have to switch to HDMI 2.0 or DP.

I plugged the HDMI into the HDMi port, changed it to 60Hz and it still blacked out with the TV saying no signal.
