EVGA GeForce GTX 1080 Ti FTW3 GAMING - Two of the Display Ports connectors do not work.

I have a EVGA GeForce GTX 1080 Ti FTW3 GAMING, 11G-P4-6696-KR, 11GB GDDR5X, iCX Technology - 9 Thermal Sensors & RGB LED G/P/M.  Only one Display Port is working on the card.  Looking at the rear of my case the working DP is the second one from the left.  I have two identical ASUS monitors PA249.  Both monitors on my old computer works fine connected to the two DPs on the video card (AMD R390).  Hooking up any of my two monitors to the bad connectors don't work so it's not a dual monitor issue.
 
When connected to the bad DP connectors on the card the monitor fails to acquire a DP signal. I tried all arrangements of my two monitors on the two ports that aren't working.  I've ruled out the monitors and the cables.  For the time being I have one of my monitors hooked up to the DVI connector on the card.
 
Other than having a defective card is there something I am missing?  I have the latest BIOS for the card as well as for my motherboard.

    Did you try turning off the monitor first then change ports then turn the monitor on??

    Sometimes it's the timing it's getting from different cards to the monitor thst the monitor is using prior that it doesn't sync right with the new monitor your hooking it up to.

    I've had that problem swapping between pc's to one monitor using the same cable to the monitor. Been doing that for the past few weeks.

    Same if I don't already have the monitor on before I turn the pc on. If I'm late, I gota turn the monitor off unplug the display port cable from the pc and plug it back in after turning the monitor on.

    Stupid but it's gota be a timing/sync/handshake issue.

    Turning off the monitor, plugging the cable into each of the two DP ports that aren't working, then powering on the monitor did nothing.  The monitor couldn't finds a DP signal.  As I said, the one DP that works I can pull the plug out, lose the signal, then plug it back in and the monitor comes alive again.
     
    Perhaps the card isn't seated correctly.  Is there something on the card itself that controls the DPs?

    Ok well what about changing the input on the monitor. You said dvi is working so prob you need to change the input on the monitor to display port.

    Ok well what about changing the input on the monitor. You said dvi is working so prob you need to change the input on the monitor to display port.

    Of course I had my monitors set for DP.  Just like I had to set one to DVI in order for both monitors to work.
     
    I reseated the card which didn't help.  I even moved it down a slot which also did nothing.  I even tested with the BIOS switch set to Master and then Slave.  My thinking here was that the BIOS versions might be different.  I didn't check the version number but neither way fixed the problem.  It's go to be defective.

    I suggested it cause the last guy thst had the same issue as you forgot to change the input and it was the reason of the problem.. sometimes it's the simplest things.

    did you actually go into the nvidia control panel and enable the screens?

    There is no screen to setup.  Using the 'bad' displayports is like not having any monitor hooked up at all.  If the GFX BIOS doesn't see the monitors then Windows won't see it therefore no screen.

    Not all displayports will display POST info, mainboard and bios/uefi depending.
     
    You haven't displayed any screenshots of the device manager or moninfo's data, and desktop installations do not automatically enable new screens as they are connected.
