EVGA GeForce GTX 1080 FTW ACX 3.0 no rpm signal?

08G-P4-6286-KR - EVGA GeForce GTX 1080 FTW ACX 3.0
 
Newly installed and noticed that fans was at 0 rpm when booting and in windows, all fine since its no load. As soon some load was added both fans went to 100% instantly and never went back, as if the fan curve was just 0 - 100. Ignored it for the time being and did some benchmarking, performed just fine as should, no problem.
 
Then I downloaded EVGA Precision X1 to check whats going on with the fan curve, I noticed something weird instantly, on the start page in Precision X1 I see that fan PWM is reporting 30% but 0 rpm, and fans are still 100%. Messing with percentage of fan speed, both auto with curve and manual mode has no effect what so ever, still going at 100%. HWmonitor/afterburner and other programs reports 0rpm as well.
 
* Reinstalled windows
* Clean install of nvidia drivers
* Clean install of EVGA Precision X1
* Tried change BIOS on both master and slave from "EVGA Thermal Mod Kit/EVGA GeForce GTX 1080/1070 BIOS Update"
* (86.04.3b.00.84) on master and (86.04.3b.01.82) on slave
* Tried flip the switch to slave but same problem
* Temperatures idle is around 35-40 celsius, full load is about 65 celsius
 
Problem still persist, fans are 0 rpm at boot, as soon it gets any sort of load it gets to 100% and never go back down. EVGA Precision X1 reports 0 rpm at all time.
 
Also, side note, completely unable to change LED-settings via Precision X1, just doesn't take any changes.
 
Any idea what to do?
