EVGA GTX 560 performance issues (SLI)

So I've got these specs with Windows 7 ultimate:

3.4 Ghz athlon II X2
2 sli gpu evga gtx 560
M3N-HT motherboard
8 gb ram (recommended per MB manual-can't remember brand)
800 W PSU
PhysX was set to both GPU 2 and CPU and there was no difference in performance

drivers are the 368.39 for the gpu-The latest driver didn't work!  But this earlier version is OK and I can enable SLI.

Even when going to medium settings it stalls at maybe 10 fps and lags. Should I use an older driver? I just got my system up and running again. I've got settings in the Nvidia control panel set to performance. Is there anything that I just need to set that will alleviate the issue? I have not overclocked anything yet as my system is just getting back up and running. 

Please advise anything I can do????????

    Welcome to the Forum
    The Last Driver for you card was 391.35 and you will not see any more from NVIDIA

    The other Drivers that I use are 390.65   390.77
     
     GeForce Game Ready Driver  WHQL   390.77 January 29, 2018 (2nd)
     
    GeForce Game Ready Driver  WHQL   390.65 January 8, 2018 (1st)
     
    But it might be time for a New Computer

    Is your cpu & gpu's running at their advertised speeds when you're getting the 10 fps?
