This is my first build. I want to be able to game, but mainly I want it for audio processing.
 
The cooler I got is the Swiftech H360X3 Drive X3, the other two main players are in the title.
If RAM is a factor, I have 2X16GB sticks of Ballistix sport LT and I set them to XMP1 3200Mhz.
 
The system idles at about 35C. Running Razer Softminer puts the CPU at 60% load and the temps go to about 65C. For gaming I imagine they're less.
When I run a batch of audio processing (The main thing I made this for), the temps go to about 90C and one core even hit 98C. To give a more clear picture, it's going from ~35C to ~90C in like 5 seconds. Then after completion, goes back down really fast. The air coming out of the radiator doesn't feel very warm. Maybe 1 to 3 degrees warmer than ambient. (Not like my laptop at all) At most ambient is 27C. I'm just really surprised because my i7-2600K I can overclock to 4.2Ghz and run one more process than it has cores, and it's barely hitting 80C on a 120mm AiO.
I measured temps using the LED readout on the board and RealTemp.
 
I'm going to try and reapply the thermal paste, and make sure my block is oriented optimally.
Might also try undervolting.
 
What else might I have done wrong?
Are these temps expected?
Any other suggestions are welcome. I just don't feel safe leaving it to run big batches of audio at those temps. I suppose I could have it run 7 processes and see if the temps are better. That would still be more and faster than my i7.

Is the CPU Fan Header set to 100% in the Bios?
Is the Flow set the Correct way when you mounted the CPU Block?
What Thermal Paste did you use?
Are you running in a Push/Pull setup or only a Pull bringing in Cool Air from outside the Case?
Your  show the EVGA Z390 FTW Motherboard is this about that Motherboard?
Are you running with HT Enabled or Disabled in the Bios?
What did you set the AVX in the Bios?
Are you using Auto for the vCore or settings it manually?
Auto most of the time sets the vCore to high.

Try set Vcore to Adaptive and don't use auto for Vcore it went too high voltages! what banvnaugh saying above!
If so try disable HT in your bios and test how it go.

The cooler came with some of their Tim-Mate 2. It looks to be good stuff.

Can't do push pull on this cooler. I just have it in pull mode mounted on the top. Again though, the air coming out of it is not much warmer than ambient.

I have HT enabled. Hyper Threading is one of the reasons I bought the i9 so I'm not going to disable that.

It was on Auto.
With switching the fan up to MAX and the vCore to adaptive target .830 (Whatever the default is) The idle temps are now at about 31c, and softminer's only rising them to 55.
Audio processing still hits 90 in two seconds and peaks at 95 on half the cores.

Yes you can use alcohol for CPU clean which it good! Try thermal pasta a tiny dot say about 4mm into the middle of CPU processor and then put cooler pump on top CPU but do not press to hard let it float on CPU let rest seat and then screw up each bolts 2 turns all round four bolts until you feel pump fix firm.
I have my 8086k and my standard overclock to 5.0 the temp went up 93c to 95c with 1.450v with HT enable that too much cos it left on auto voltage. I set Vcore to Adaptive and left auto on voltages it down about 0.050v. It better much better on my temp but I take risk to delid and relid my 8086k cpu thermal metal liquid Thermal-Grizzly-Conductonaut which it much great very low cooler was about 25c to 30ish drop. Still testing overclock to 5.3 and the temp hit only 73c all core with HT enable and AXU 0!
I think the pasta inside CPU heatstink is very poor when I bought this CPU. I have notice it can't be right the temp went too high!

I want to emphasize that when you're using a high quality motherboard like the one you are using having a proper PC case with huge amounts of cooling air is paramount.

For all of my tests so far, I've had the side open. Either way, I'm not worried about the case. It's got loads of airflow and fans in it.
 
I reapplied the thermal paste. It seems to have not made any effect, so I guess I did it right the first time.
 
I found the AVX offset option. I had to set things to manual for it to appear. It totally fixed the issue!
Apparently AVX operations should only be done at most at 4.5Ghz.
Now I can't seem to find how to set the minimum frequency. Would be nice to not have to idle at what ever multiplier I end up settling with.

I think I have it all figured out. I thought that the core multipliers were for specific cores. Now that I know they are for loads using that many cores, I've got things tuned pretty good.
