Have you attempted to re seat the fan header at the end of the card or ensured it is fully seated?

Weirdly I'm having a similar problem with my 2080 Ti FTW3 Ultra Gaming.  Noticed while gaming that after a while (~ 10 mins) fans 2 and 3 will start randomly ramping up down every second, it's very distracting.  I'm trying to use a custom fan curve through Precision X to reduce the average noise.  I presume some sensor is running up against a limit, but all the temps I can see look a bit high but not out of spec.  Any idea which one is tripping it, so I know what I need to work on?  The below screen-grab is from a 5 minute run of FurMark with the power-slider set at 124% (max).

    Didn't notice the links restriction....
I figured out that the ramping is being caused by ICX MEM2 reaching 95'c, which is apparently some kind of throttle point.  Going to replace the pads which are looking a little worse-for-the-wear.

Tried all your recommendations, but the issue persists...

Just want to chime in. Recently bought this card and can tell you it's because of the overheating. Re-apply the thermal paste on the GPU and it should be fixed afterwards. Cheers.
