Reaching the Back with one of the Hybrid radiators is Not an issue

I do not know about reaching the Top - may be an issue for any cards past the top one - do not know for sure


 Maybe this would work:
      Top GPU to top of Case
     Second GPU to Back of case
     Third & Forth to front of case
 
 
I would think 4 GPU in one case is time to consider Custom loop with the EVGA 2080 Ti Hydro Cooper
 


You may also consider placing them in the Front as Intake like I did
 
One of my builds - using two EVGA Hybrids - it is a huge case, ended up making 100mm spacers from several items that are in front of the radiators (Thermaltake View 71 RGB)

I have the Thermaltake Core X9 Snow Edition  in my current (custom loop) project build RTX Project
 
It should be easy to run the 4 GPU radiators to the top on this case in the build your planning - the Vertical GPU mounting should help

AMD has improved their CPU core count it is true.  Intel still holds a performance advantage if all else is equal
 
I run X99 Chip set MB because of the PCIe lane offered with the 5930K & Up CPU
 
If AMD is your thing & the core count matters - 64 PCIe lanes is Very Nice

Research the PCIe population rules on Any MB that you are considering
