As the title says, will the cooler be enough to keep temps in check with no OC? Or should I go with a massive heatsink?

    It should be fine to use a CLC-240 on it. A larger one of course would be better but if you are not doing an OC it shouldn't have any issues.

    i9-9900 is a 95 W CPU

    My i7-5930K is 140W CPU & is kept cool with a CLC 240

    I would still go CLC 280 if it fits your case.

    (edit)
    Larger area & could run your fans slower - should be quieter if that matters

         120mmx240mm = 28,800 sq mm of cooling area

         140mmx280mm = 39,200 sq mm of cooling area

    IMO I would go with a 280... I've got a 240 with Noctua iPPC 3000 fans and still hit 96c on my 9600k at 5ghz while running prime 95. Don't think you'll see that in normal workloads but I was still surprised to see 96c with those fans at 100%.

    Prime 95 is serious work that will tax any cooler

    BUT how much extra water is that  :-)

    36% more cooling - (Heat transfer) area on the 280

     What TDP can the EVGA CLC coolers support?

    TDP = temperature difference/thermal resistance = (Tc-Tambient)/thermal resistance)
    EVGA PN               Description        Thermal resistance (Rsys)
    400-HY-CL12-V1   EVGA CLC 120     0.069-0.1 [oC/W]
    400-HY-CL24-V1   EVGA CLC 240     0.045-0.073 [oC/W]
    400-HY-CL28-V1   EVGA CLC 280     0.045-0.079 [oC/W]
