EVGA 2080ti FTW3 Ultra gpu sometimes will not post unless PSU switch is cycled

Since buying this gpu six months ago I've had nothing but problems with both its shape / size & evga's proprietary software Precision X1 which is needed just to get all the fans to spin.
The problem: After shutting the computer down for the night the next morning the GPU wont post and the system doesn't recognize the gpu as installed. THe computer itself will post just fine, but device manager will not recognize that it is installed and neither does it show up in the graphics section of UEFI. THe most frustrating part of this is the workaround. Shutting the computer down and then cycling the PSU switch makes the gpu recognized by the system!
It would be less frustrating if it was a hardware issue since originally I thought the weight of the card itself was putting too much strain on the PCIE slot. Sometimes when I took the machine apart for cleaning or upgrades the gpu wasn't seated correctly and reseating it worked. I recently modified my case to have the gpu mounted vertically which has aleviated the seating issue but this problem still persists and has gotten more frequent with every nvidia update.
When the card is recognized by the system if performs great with no errors, and this is frustratiing as well. I can't tell if its the card being defective, something with the mobo, a software issue, etc. Playing games and putting a heavy blender load on the card doesn't yield any errors.
 
If anybody has experience with these problems please share your insight.

    Probably a bad riser cable.

    Definitely sounds like it could be a faulty riser cable.  What brand/model is it?  You could try putting the card back in the motherboard and getting an anti-sag solution like this one for it.  I'm using one to actually help provide support in a vertical mount config though I think it's really intended for the standard motherboard mount.  It's a pretty solid little device and you can easily leave off half the height if you don't need more than that as the support stick is two pieces. https://www.amazon.com/upHere-Graphics-Anodized-Aerospace-Aluminum/dp/B079HSVSLR

    Kinda screams something is up with the pcie slot. Dirt or a hair or bent pin.. something strange causing a connection issue.

    If the problem was their prior and after the new riser cable.. check those gold connectors on the card and the slot.

    Too shorten troubleshooting, the fact it is an initialization issue means it is, in some manner a hardware issue. There's no software drivers being loaded at that time.

    Try enabling the ERP setting in the motherboard bios if it has it and see if that helps, there seems to be more and more things that the ERP setting is causing different types of issues anymore.

    plug GPU into the MB to confirm issue is Card, MB or riser

    It is the kit from phanteks. It was doing this when I had it plugged directly into the mother board

    Hi, I've checked the gold leads on the GPU itself and have not seen anything in the way of damage or dirt. I use channeled air on the mobo everytime I clean the case or reconfigure the parts in some way. Recently I took the whole system apart and re-routed all the cables to be neater and inspected all the cable while doing this. I have custom sleeved power cables from cablemod.com. Do you think there could be a fault in the cable quality?

    Could be a bad power cable if the gpu isn't lighting up when starting the pc.

    Yeah you should probably be using EVGA cables such as these    https://www.evga.com/products/product.aspx?pn=100-CR-1300-B9&associatecode=5XTLDFI2DFXIPA7      with it instead of another brands cables. Sometimes they are just not quite good enough.  A couple other sets as well.   https://www.evga.com/products/product.aspx?pn=100-CU-1300-B9&associatecode=5XTLDFI2DFXIPA7       and this set    https://www.evga.com/products/product.aspx?pn=100-CW-1300-B9&associatecode=5XTLDFI2DFXIPA7     There custom cable kits are great. I've had no issues with them at all.      I have in the past seen here on the forums though where modded cables have in fact been the cause of issues with some of the video cards and boot ups.
