EVGA 1300 G2 Fan noise

Hello, recently I bought a EVGA 1300 G2 PSU. The problem is that the fan is really noisy, it feels like it's working at 100% speed even at idle. There's a switch on the back to turn on/off ECO mode.
When I turn it on, the fan stops spinning, which is completely fine, but after running Metro Exodus for a couple of hours, the fan was still not spinning. The power supply was warm to touch. 
If I turn ECO mode off, the fan starts spinning at what feels like max speed.
 
The specs of my system are:
Motherboard: MSI X99A GODLIKE GAMING CARBON
CPU: Intel Core i7-5960X
RAM: Corsair Dominator Platinum 4x8GB @3000Mhz
Video Card: MSI RX 580 8GB Armor


The reason I went with such a high wattage PSU is because I'll be swapping the GPU for two VEGA 64 cards, I'm just waiting for the rest of my water cooling parts to arrive.

    Thank you for providing that link which I was able to listen to and definitely the fan should not be spinning to max speed while idling and even less doing a self-test.
