well in the last days i have notice my frame rate in game has dropped a ton. annd after some checking it seems that the gpu is down clocking annd i have no idea how or why. i have a MSI Z390 Pro with a i5 - 9600 . which i nnotice it was down clocking as well. i got the cpu steady now but now the gpu is driving me crazy. any help on why this is now happening ?

The nvidia control panel doesn't have an ultimate performance option, so you need to go into the nvidia control panel and make sure that the power management mode is set to prefer max performance.

ah that what it was.. in control panel everything was set to default . so now it is set and no longer the gpu is down clocking anymore..

Yes,  by default the GPU should downclock at idle on the desktop. That is normal operation. Setting it globally to Max Performance, just wastes power and is not normal. You can set this per game or application.
