First last Year in October I buy graphic car Evga 1070 FTW ACX 3.0 by our local web seller here in Slovenia. When I came home I see one scratch on plate where is Evga Inscription (i upload picture). I didn’t open RMA just for one scratch because graphic card work perfect.
 
I read on forum about problems and just for precaution I update BIOS I also received thermal pads and didn’t install them because my local seller say that if I take apart my graphic I lost my warranty by him (24 months) so I didn’t install thermal pads, but temperatures were just fine (Ambient temperature is 24 degrees Celsius and when I play games GPU temperature is around 67/72 degrees Celsius when I set more aggressive fans is around 63/68 -> I think that this is ok).
    
Now I have big problem and I’m very disappointed and very nervous I use computer on Saturday and all were just fine, on Sunday I turn on computer and computer turn off and when I turn on computer all work just fine but all light on Evga Graphic don’t work and monitor write “no signal” I hear that windows start on (windows welcome sound) and I don’t have picture. This if first time that all light on graphic card are off and all is in dark 
 
First for test I insert another graphic card (Zotac 570 from old computer) in my new computer all work perfect (the same PCI-E 3.0 and same PCI-E Cable all working perfect) so I test Evga 1070 in another computer the same thing no picture no lights. What is wrong and what is happened??  VRM problem, some bad chip or graphic just died?
 
Some suggestion what else can I test? 
  
I write to local seller to send under warranty graphic back to him and he suggests that is better to send graphic directly to Evga because this is faster way to save my problem but I don’t know if is the cheaper way.
 
So my Question is, if I open RMA and send graphic to EVGA how much this cost? Who pay delivery to Evga and who pay delivery if Evga send to me new card (or fixed card)? I don’t want to pay another 50 or 100 EUR for graphic that is cost 520 EUR and is 8 months old. I’m from Slovenia so I don’t have a clue what to do? Have anyone some advice and some information what to do?

Since your 1070 does not work in 2 computers, it is pretty safe to say that it died and needs to be RMAed. I don't think you need to do more testing.

Usually, you pay for mailing the faulty card to EVGA, and EVGA will pay sending the "new" card back to you. How much it costs depends on what transport company you use, and if you want to pay extra for insurance in case it gets lost or whatever (the "standard" insurance the transport companies give for free usually covers around 50€). Sorry I can't be more precise, but I do not live in Slovenia.
 
Rule of thumb is you will want to give the card back to the local store if you can deliver it yourself. If you have to send it to them by mail, you will probably be better just sending it directly to EVGA instead even if you have to pay a few euros more.

It seems you can send it for 13€ with 200€ insurance or 23€ with 1000€ insurance (select 2kg package).
Note: I just found this in google. I have never used this company and have no clue if they are trustworthy or not, or if other companies have better prices.

Did you try a different port on the card, sometimes invidiual ones die.

On Tuesday I open RMA and received RMA ID and see RMA number but no further instruction how to send card to EVGA or what to do. How long must I wait for instructions or approval?
In email writes that EVGA will review RMA in 1 or 2 business days.
