EVGA 100-W1-0430-RX 430W. Not working?

I will quickly admit that I have no PSU degree or background.
 
I took it out of the case. I plugged it in. I turn it on. No fan movement, no humming, no vibration. I flip the switch and try it both ways.  Does it have to be attached to the motherboard to test it?

    No, it doesn't need attached to the mobo to test it.
     
    See How do I test my power supply? in the EVGA FAQs to see if it turns on/fan spins..If that unit came with an EVGA Detection Tool, use that, and if not, use the Paperclip Test.
