No, it's not normal..Does it whine all the time or just under some load?
Sometimes a high pitch whining noise can come from the video card, which is sometimes due to the PSU, make sure it's not the video card.
Plug the PSU directly into the wall socket if you're using an extension cord or uninterruptable power supply.
