EVGA 1000 G2 Power constantly fluctuating 100 Watts up to 300ish Watts - while idle

Is this wattage fluctuation normal?  My self built PC Win 10 Pro (built Dec 2018) is plugged into a Cyberpower 1500PFCLCD UPS.  The wattage displayed by the UPS constantly goes up to 300ish watts and back down to 100ish watts even when I am looking at the desktop with nothing running except EVGA Precision XOC (default settings but fan curve altered for quieter operation).  It even does this while in the Bios! 
 
I spent days turning off as many of the unnecessary processes in Win 10 Pro as a user has access to.  Especially the ones that reach back to MS, thousands of times a day.  With the PC and monitor turned off, the wattage displays 30ish watts from the modem & router & switch plugged in.  With the PC off but the monitor + modem + router + switch on, it displays 90ish watts and its steady.  I turn the PC on the wattage starts bouncing from 100ish watts up to 300ish watts and back down to 100ish.  It bounces non stop no matter what I am doing, even when left idle at desktop for hours.  I don't use Geforce Experience and have blocked or disabled every single non essential thing that MS likes to force onto users, including the MS store app, Xbox app, and Windows update.
 
I am baffled as to why the PC would need to pull 200+ watts while sitting at the desktop doing nothing.  I do have the 9900k set to auto for overclocking and it does sit around 5ghz on all cores even while doing nothing.  In CPUID HW Monitor it shows the package only using 5 to 11 watts while idle (all core at 5Ghz).  See attached Snip from HWMonitor.  Intel C-state and other settings that reduce power when not needed are enabled.  It appears they are working as intended according to HW Monitor.  Do these power supplies constantly pull gulps of power due to some digital switching circuitry or is there something not working correctly? 
 
In case its relevant,  my PC has locked up multiple times with the annoying buzzing sound and complete inability to CTL ALT DEL (hard restart is required) when I start a league of legends game while also browsing in firefox or brave.  The apparent solution to the crashing: Unplug my Seagate 6TB USB 3.0 backup drive.  I assume that Riott Games is scanning all drives looking for the words cheat etc...and if the USB drive is currently not readable due to being idle for so long it causes the lockup?  Not 100% sure that was the solution but the PC has not locked up in a few weeks now since I unplugged the USB drive.

OS: Windows 10 Pro ($150 purchased from Best Buy locally)

    Did you checked Enabled Services and software, Malware-Virus-Trojan scan...
    Maybe something force GPU or CPU to work on 40-50% and cause that.
     
    In idle I think Power Plan should be set to Balanced, on first place.
    No reason to CPU work on High Performance, if need more power he will increase clock.
    High Performance is for gaming, etc...

    Correct me if I am misunderstanding, but it sounds like you are saying there could be some hidden program or rootkit that is using a hundred or more watts.  Would it be possible for that to happen and it not be visible in CPUID HW Monitor?  Wouldn't that power usage show up in HW Monitor?  Can hidden programs or rootkits run while I am in the BIOS?  The reason I suspect its the power supply (doesn't mean anything is malfunctioning or needs repair, it might be normal?) is because it pulls the exact same fluctuating power while in the BIOS.  My understanding is most malware runs once you start the OS.  While in BIOS the OS has not loaded yet if I understand correctly. 
     
    I plugged my wifes pc into the UPS to see if the power fluctuated (her PC: OS Windows 7 Home, i5 7600K OC'd to 4.7ghz with 16GB RAM Corsair Vengeance 3200Mhz, Noctua NHD-15 cpu cooler, ASUS TUF Z270 Mk 2 mobo, EVGA 750 G+ PS, EVGA 1060GTX FTW 6gb video card, 1TB Samsung Evo 860 SSD, 55" TCL 55S405 monitor).  The power fluctuated between 90 watts and 210 watts while at the desktop doing nothing but I forgot to check if it did it while in BIOS.  The fluctuation is very fast.  Each wattage number is only on the screen for a second or so on the front of the Cyberpower UPS.  The odds of (2) different EVGA power supplies having malfunctions, that I ordered at different times - months apart, seems very low.  I suspect this is normal behavior and nobody knows it because nobody has taken the time to look at their UPS LCD screen and see the fluctuations.  Hoping someone else is using a pure sine wave UPS and can look at their wattage usage.  Maybe this cheapo $200 UPS does this but a better brand/quality wouldn't do this?  
     
    As far as checking enabled services, yes I checked enabled services.  I spent days disabling every single process/service that wasn't absolutely necessary.  I even went into windows firewall and blocked things just in case Win 10 repair processes restarted crap I didn't want to run.  It would fail to reach out of my lan even if it did restart itself. 
     
    Side note: I use Firefox with uBlock Origin which blocks ads and works awesome (except FF 66.2 broke extensions but it appears they just fixed it).  I also use the Brave browser.  It was created by the creator of Firefox but he was forced out of Firefox due to political nonsense.  He left FF and created the Brave browser.

    Plug in a 2 or 3 100 Watt Real Light Bulbs to your UPS Unit and see if it is your UPS Unit that is fluctuating.
    Also make sure your Cyberpower 1500PFCLCD UPS Firmware is Current and install their software and reset the unit as well.

    Once I downloaded crack for game and after many clicks to hurry up some malware enter, GPU worked on 99% and CPU on 40-50%.
    That probably serious increase power consumption of computer from idle, but most of them load is much less 20-30% you sometimes don't notice.
    When I pull Net cable computer instantly calm down.
