For the EU, I would say that yes, it is probably too late, but you can still sign up for the xc3 Ultra, it's not like there is anything to lose from doing so.

3070TI cards seem to be unusually scarse.

My guess is that they thought that going out of their way to make foudner edition cards for the 3070 ti just wasn't worth it and sent out their chips to manufacturers, as I am seeing quite a lot of 3070 ti models from different AIBs at retailers both in and out of the EU. All in all though it is pretty obvious that nvidia want the 3080 ti to be their golden goose, and the 3070 ti will be more of an after thought, hopefully the lower demand for the 3070 ti would counteract that fact.

The 3080 queue has moved like what? 1 hour? after 9 months
and back then people didn't know about the queue.If you didn't sign in the first 2 minutes or so you are not getting a card at all,this year or next year.
