Say I underclock my 2080 Super by 100mhz using X1 and Apply the settings.   Does the program have to run in the background to maintain this?

Hello!

It does not! You can actually even uninstall the program if you'd like.
Simply make sure you apply the settings and in the settings you enable "Apply previous settings on load"

If there is an Nvidia driver crash everything will be set back to 100% behind your back without you having any control over that whatsoever. That's the way EVGA designed it and they're not open to changing it. Moreover, X1 won't show you that the power level was reset until you switch GPU (in a multi-GPU system) or restart X1.
