Hot!Didn't get my GPU via RMA!

In the early summer of 2017, I bought an EVGA GTX1080ti SC2 with a Powerlink adapter from Amazon.com.
Then the video card was sent to my original country - to Russia. Yes I am from Russia.
After some time, I began to notice problems with the video card - stripes began to appear on the screen. At this point, the video card was not loaded. Only a complete restart of the computer helped.
I contacted with EVGA USA support, explained the situation, and was referred to EVGA EU support team. Then the RMA was opened, I sent my GPU to them in October 2019 and waited. The problem was confirmed by EVGA EU team and a new GPU was sent to me.
In late October-early November 2019 I received a package from EVGA, but the whole problem is that there was no GPU inside the package I received. There were a couple of water bottles. I recorded everything on video and notified EVGA EU about it. They promised to figure it out and help solve the problem.
Almost 1 year has passed since November 2019... And what do you think?! The problem is still not resolved!
I asked repeatedly to send me my GPU, return the money or do at least something!!!For almost a year I have been writing letters, creating new tickets, writing to old tickets... I ask for help to solve the problem, but in response I always get the same answer from Prasanna Goli:

One more thing. EVGA blocked my email.
If I write a letter from my mail to any EVGA address, I always receive a response from the mail server -

    The investigation will likely have to go through the postal service that handled your product from the time it left EVGA until it got to you.

    It is strange that it has been a year, and still no word on the investigation.

    The investigation was launched by the EVGA in November 2019. The maximum investigation period for DHL (the courier service of Germany where the GPU was sent from) is 9 months. Much time has passed.
     
    Where should i write? Who should I contact? Where to call? I dont know.

    I'd have been pissed if it took 30 days , much less over  9 months.

    Being in Russia will make it difficult to call, especially if you are not fluent in English, or the person taking the call in Russian.

    Hello, sorry to hear about this issue with your RMA. I am going to look into this with our EU team and make sure we get this resolved as soon as possible. This is being reviewed with DHL as well as the packages are weighed during different scan points. Just to point out, according to email logs, we were not contacted until about 9 months later after this RMA and we do not block an emails either, sot his is being looked into as well. Please expect an email from me directly shortly.

    Thanks for the error message, let me forward that to our IT team for review. I just want to confirm whether or not it's from our end or not. Just to confirm, we are still reviewing your case with DHL, once we get the email problem sorted out, I'll give you more frequent updates.

    Only one issue was resolved this week - EVGA no longer blocks my email. Hooray!

    Sorry I missed these. I will see if maybe someone can ping home base and get them to answer you. I would suspect they are still awaiting the resolution from DHL, but hopefully they can give you that update.

    I know it can take a while to deal with shipping companies on lost packages but you can always contact support by email and they should be able to at least tell you if they have heard anything back and contact the DHL for updates.

    I have been waiting for an answer for a year (literally!). And for a whole year I hear one thing - “Wait. We waiting answer from DHL. "
    ONE YEAR. Nobody knows the time. How long to wait, target dates, deadlines. I'm very tired of waiting for an answer. :(
     
    Today I ordered a new GPU - RTX3080. And it wasn't EVGA, although EVGA products have always suited me (I had power supplies and GPUs from EVGA).
    I no longer hope that the issue will be resolved in my favor. It's a shame - I just lost $ 750.

    Согласен, лояльность компании нулевая. Да всё из-за того, что мы находимся в России и нам просто не верят. Или делают это умышленно... Расизм чистой воды! Я уже читал на Reddit о подобных случаях, но внутри США. Там вопрос решался тоже не быстро, но решался! А тут русский парень решил воспользоваться гарантией? Тююю... Да его можно и проигнорировать. Рано или поздно он сам забьет и отвалит! 
     
    Я уже не знаю, как им доказать, что я не получил эту видеокарту.
    Если не хочешь попасть также, как и я, то, наверное, не стоит пользоваться РМА в том виде, как пользовался я. Я сперва отправил им свою картчоку, а они взамен прислали... ничего они не прислали мне!
     
    Представь только - жду решения проблемы уже второй год. ВТОРОЙ ГОД! Переписка длится в почте почти пятьдесят писем! Просидел полгода на встройке, потом купил 1070, как временное решение.. но нет ничего более постоянного, чем временное, как говорится. Ждать чего-то от ЕВГА уже устал и купил себе MSI RTX3080 через предзаказ в ДНС.
    Да даже в России с нашим менталитетом не решаются проблемы так долго, если они возникают...
     
    ПС. Написал очень сумбурно, но для меня это больная тема. Эмоции зашкаливают. И руки опускаются, т.к. ничего поделать и как-то повлиять на них не могу. :(

    I cannot believe EVGA has been giving you the run around for over a year or that some resolution hasn't been reached with DHL. Weighing at every scan location will do what? Its not possible these scales are calibrated to match each other so variances in weight will be expected. Assuming the OP is not trying to scam another card, a worker took the card and replaced it with water bottles that were close enough in weight. Call me impatient but I'd be up in arms just after a week.

    If I remember correctly , DHL got bought out around 2002-03  by a  German & Japanese investment fund and has never been worth a darn since then and they pulled out almost entirely of the U.S.  ~ 2008  ....
     
    And I think they partner with UPS & USPS to deliver / operate here in a limited basis to get around certain  regulations ---so---
    Good luck ever getting ahold of anyone in authority willing to shell out a dime or admit mistakes on their end....

    In the EU isn't the senders responsibility until the item has been delivered

    Мне кажется нужно опять новую тему создавать... Почему нельзя отправить просто карту из вторичного фонда не понимаю.
