The card is sometimes dipping down even into the 1700s under load, with voltage bumped and a +120 core offset. Using the new EVGA precision, which is disorienting, so maybe I missed something (prefer afterburner). I'm shocked that a flagship $1800 card with 3x 8 pin plugs could be bad . . .these are numbers like the lowest end cards with 2x power plugs and bad caps are getting.
 
I think I may be having power issues. Not sure how to see how much it's using in watts, but the highest power limit I can set in precision is 107%. I assumed it would be higher than this. What number is this 107% of? The base 350w? Or something else?

I've been messing with this more and I've realized some issues were with the precision software itself. It seems to murder performance, and the more things I was tracking in the hardware monitor, the more it killed it. It was single-handedly reducing frames by 5-8% in the metro exodus benchmark.
 
Put afterburner back on my PC (did not change any settings in it) and got the exact same (5-8% higher) benches as with precision off. There is clearly something off with the 3090 version of the EVGA software. Also in afterburner I was able to see that I am drawing 450w or close to it in metro exodus with RTX on.  Around 400w in Assassins Creed Oddyssey.
 
The good thing is that the card is boosting to more like a 1900avg in Metro Exodus with precision off. I also realized that in assassin's creed it was boosting to 2100. Maybe RTX features are killing the speed and I'm comparing apples to oranges in looking at other people's overclocks. I assume the RTX cores may be power throttling the card. If so that bodes well for potentially getting 2000+ speeds if that 500w bios ever gets working.

Well yeah, you have to use 3DMark... I suggest purchasing it, it's so good. I've spent hours in it, and the Port Royal benchmark is fantastic for RTX sample.
 

@DarkTAO your 3090 should have excellent results in Port Royal. This benchmark is real-time ray tracing. If your 3090 at stock settings is crashing on Port Royal, there is a problem, maybe in the RayTracing cores on the GPU.
 

Contact EVGA support first, and describe your problem. If you RMA the 3090, it'll probably take several weeks to get a new one. If not several months. But EVGA support is fantastic, they'll assist you.

My card just black screened on 2 monitors and that's without OC at stock clocks.. If I have to RMA that, it'll cost me my single use AdvancedRMA.. $45 more down the drain for a 2 day old card

If it is defective, given it's defective pretty much right out of the box, I would think EVGA would waive that advanced RMA fee. It would be pretty sucky to charge it given it's defecting right out of the box. And out of all PC tech companies out there, EVGA would be the last ones to do something like that.

It's also important to make sure that you have removed any other software for graphics cards. I have heard that afterburner can cause issues with the new cards. It's likely to be fixed if it's not fixed yet.

Thanks, I've literally never had anything but precision X installed on this rig, windows install, etc. I've been EVGA since the 460. I haven't tried reinstalling precision x, as it appears it was causing issues. Since I uninstalled that and DDU'd my drivers, I haven't had a single black screen. Precision X's OSD wasn't working after one of the black screens, and the graphs all seemed to be erroring out, like it thought I had multiple GPUs going at once. I made sure to uninstall precision X for the 1080 before I installed my 3090's version as well. 
 
Since I haven't reinstalled prec x, I can't check anything.. Sort of a rock/hard place situation. Is my GPU bad? It was acting really memory sensitive like it had issues with VRAM. Was it just precision x 2000/3000 series version? Was it power? Was it a mix? I dunno. Too busy to install precision x again and risk the black screens starting all over. Generally sucks to have this going on with a brand new gpu though. I've lost all my precision x functionality because of it.

 Yeah, I was waiting until the hurricane came through before trying to contact support. If it's precision x, that's a problem. If it's my GPU, that's a major problem.
