Arcane Studios has just released a new PC update for Deathloop, adding to the game a hotfix that addressed the game's "mouse-based camera movement" stutters, a bug that has affected a lot of the game's PC playerbase. While this fix is not designed to address all potential stutters within the game, this fix should make the game much smoother for many PC gamers. Further updates are in the works for Deathloop to address other issues with the game's PC version.

I agree that the game developer needs to fix the overall stuttering issues.

It's probably the cruddy copy-protection built in  causing it. Denuvo has always sucked, despite their claims to the contrary.
