Cyberpunk 2077 and Framerate

So been going crazy trying to figure out why my FRs for this game are crap with this 3090 FTW Ultra and obviously its the game and for some reason leans hard on the cpu instead of gpu but I'm sure everybody has noticed that and just shakes their head as I did.
 
But, one thing I did notice were the drivers. So I installed the 461.09 drivers and noticed my FR drop but by how much I wasn't sure. I know that 70 was were it really wanted to be and sometimes 10 or so frames higher.
 
I decided to drop back to the 460.79 driver and that allowed me to gain 15-20 frames. I looked at gpu usage and that seemed to increase as well but only by a little. I mean from what I'm seeing only 8-10 percent of the card is being used while 80+ percent of cpu. It did increase a little but yea not much.
 
Anyways didn't want to have to trim the settings in-gmae so maybe try this and see if you get the same results. 15-20 frames is worth the try.

    You should tell us if you refer to 1440p/4k and what CPU you have. With 3080 ftw3/10700k full ultra and 457.38 drivers i get between 80 (minimum and 120 max) with average around 95-100 most of the time at 1440p.

    So 1440 with everything jacked in-game, crowd/population I lowered, DLSS ultra.
    Chip is the 8700k.
     
    Maybe I will try the 457.38 again and see if that makes an even bigger impact. I was using that one initially but wasn't watching FRs. Wasn't until I installed the new ones I thought it seemed a bit laggy at times so I checked.

    Personally I think their optimization isn't the best ...the FPS has dropped with each patch too..heh...
     
    oh well, I pretty much finished the game, I'm not gonna do all the side quests...
     
    And I'm not gonna play the other 'classes'...did the "City Kid" (or whatever)..not interested in the Corpo or the nomad.

    No computer specs, no resolution, no settings... describing any of that would help summarize your issues better.
     
    I'm running a 3090 FTW3 Hybrid @ 2040MHz at 1000mV (overclock/undervolt) on a 9900K @ 5GHz, at 5120 x 1440 (7.4M pixels, AKA almost so-called "4K" resolution equivalent), and with every possible setting in game maxed out except DOF & Motion Blur which I hate both of so I turn them off, DLSS on Quality (because DLSS on Quality looks BETTER than native resolution in a lot of aspects in this game) I get between 30-60FPS almost 100% of the time, with the average being above 45FPS 95% of the time I'd say.  There are some areas it dips down near 30.  That's with the RT-stuff maxed as well, on Psycho not just Ultra.  Turning RT off completely flatlines me at 60FPS almost 100% of the time, despite that large resolution.  Yes I have the FPS capped at 60, because having more than 60fps in a title like this doesn't really do much good, saves stress on the GPU when not in a stressful scene.  I have also found that turning DLSS "up" (or would it be down?) to Balanced from Quality negates most of the FPS decreases I saw when going from my old resolution of 3440 x 1440 to 5120 x 1440.  Which makes sense because there's a noticeable counter-drop in visual clarity between the two settings... not MAJOR, but noticeable.

    Add in: See you did post your specs later on, I missed that... at 1440p you should not be having any issues with a 3090, so somethin's definitely up.  If you'd like we can compare frame rates in similar areas.  The main reason the latest patch results in lower FPS on PC is because it bumped the crowd density settings up, you can compensate for that by turning that setting down a notch.
    I'm running on the latest non-hotfix driver 461.09.
     
    Edit: Only thing I could think of is the core-count & IPC improvements between the 8700K & 9900K resulting in better performance because better CPU throughput & less CPU load?

    It almost for sure is the CPU bottleneck imo. Cyberpunk is one of THE MOST heavy non RTS CPU games out atm. Anecdotal, but my friend went from a 8790 to an AMD 5800x with his 3080 and got 20 more FPS and his low 1% went up by 30 as well. His memory also changed, but the idea is the CPU just vastly improved his performance.

    I guess the frustration with the framerate is at a glance I see the "low" FRs then look over to see the load on my card is 0-3% and the cpu 75-85%??? So full disclosure I am using NZXT Cam to get this feedback. I open browser and card is using 17%, I open CPUZ 25%. I mean it just doesn't make sense although I I do get the game is cpu heavy so I could see the chip maybe accounting for some of it but why does it seem the like the card is barely being used in this game. I feel the loss of FR is due to the game just not utilizing the card.
     
    What bothers me some people saying the card is being used up to 80% in game and I have never even come close to that.
     
    Well the way it sits is after swapping drivers as mentioned above I am at a comfortable 88-104 FPS and no longer sitting at 55-80 so I take that since I have no idea how to get the game to use more of my card.

    You should be using Afterburner or Precision X1 to get more accurate GPU load numbers - but it sounds like the CPU is having problems outputting the frames the GPU wants to put out to me.  
    Like I said, feel free to share screenshots & let me know what areas those are in & we can compare frame rates if ya like.  There are new drivers out again, I would also recommend trying those, I'll be updating shortly.
     
    Typically in Cyberpunk I see around 30-50% CPU load, GPU load only goes below 98-99% if I'm pegged at my frame cap of 60, in areas where I'm getting less than 60FPS GPU load is constantly at 98-100%.

    Use gpuz, hwinfo, aida64, precision, or afterburner to get your gpu info. NZXT and task manager will give you weird numbers. There's no way your gpu utilization is actually that low.

    Have you tried with no OC? CP2077 isn't very OC tolerant. I had to completely take off my OC to get it stable. Still buggy but I can tolerate it.

    Yep, was playing stock clocks last night (first time since patch came out) and it crashed in the first 20 minutes. (when I'm about to meet REX in the Afterlife...)

    You're getting crashes?  I haven't had a crash that wasn't overclock-testing related in ages.
     
    5120 x 1440 is some real strain with that game running the highest settings possible (RT on, Psycho setting enabled) and DLSS on Quality though.  There are areas in the game where I can get down in to the low 30s FPS-wise.
