Cooling Question

So I plan on running with a 16 core I9, 2 x FTW3, and since i have the x299 dark will be running 64g of RAM. My big question is what is better to use for cooling.What is better EVGA GeForce GTX 1080 Ti FTW3 HYBRID GAMING, 11G-P4-6698-KR, 11GB GDDR5X, HYBRID & RGB LED, iCX Technology - 9 Thermal Sensors and not run a liquid cooling system since this is all self contained, or is it better to go EVGA GeForce GTX 1080 TI FTW3 iCX Hydro Copper GAMING, 11G-P4-6699-KR, 11GB GDDR5X, Hydro Copper Waterblock & RGB LED, iCX Technology - 9 Thermal Sensors with a  doing up my own cooling system. Guess what I am asking is it better to do the self contained cooling for both the CPU and GPU, or is it better to do my own cooling system with a radiator/reservoir.

    Custom loops can run cooler than aio setups if configured correctly.

    Thanks, I figured as much just wanted to get some other thoughts on the AIO's. Most likely i will be going 2 of the FTW3 with the hydro copper blocks, and will just now need to pick me out a CPU block
