Constant FPS Drop

Hello, I seem to be running into bad frame drops when I play games (Frames drops are usually 40 - 60FPS), I tried DDU and I get the same results. I've updated all of my drivers, temps seem to be fine underload, I even dusted the inside of the case just to make sure there weren't any bad connections. I am officially out of ideas and also trying to avoid clean installing the OS. Any ideas?

    Make sure your cpu isn't overheating, and make sure your gpu clock isn't dropping under load.

    I using EVGA Precision XOC and it seems as though when I start certain games my gpu clock speed won't budge it stays a 139MHz.

    That is definitely a problem. What happens if you enable kboost?

    I tried to enable Kboost but the whole program just freezes. I hit the default setting and it seemed to actually give me more FPS but I'm not sure if this is something I have to do everytime. I also tried reseating the GPU and cleaning out the connectors again with isopropyl. It's weird because Destiny 2 I can run at a constant 60FPS but it's the small games like Minecraft that give me issues.

    Try locking your voltage/frequency to the 1.2mv range inside msi afterburners voltage/frequency curve editor. Locking your voltage/frequency to the 1.2mv range will force the card to run at a constant voltage/frequency just like kboost. You can access msi afterburners voltage/frequency curve editor by press ctrl+f after opening afterburner. Press ctrl+l after selecting the last point on the graph to lock the range.
     
    Hit the check mark button on the main screen to apply the lock. Your card should boost up to the frequency show inside the voltage/frequency curve editor. 
     
    Should look like this if you've done it correctly...
     

     
    Note: Your cards voltage won't actually run at 1.2mv. The voltage will actually run at default voltage.
