Confused on Nu Audio

Ok, So I have a Nu Audio with recent drivers (2.1.10). I have HyperX Clouds, and some DT 990s 250ohm. I'm reading the setup guide, and to says to set volume to 100% and then turn up the headphone volume. The issue im running into is if I go into the EQ and turn up the treble, nothing changes in the headphones until I start to turn the volume down. to 75%. The higher I set the settings in the EQ the lower I need to set my Windows volume in order to hear any sound changes. This goes for music and games on any headset. If I have the volume at 90-100% its not even loud.
 
For the DT 990s I have Headphone volume at 42% (250ohm) According to the setup document. Any ideas? Am I deaf?

    The manual is a bit outdated for one reason:  A later firmware added additional power protections that kick in when master volume is set to 100%, which will disable +EQ changes (won't affect -EQ changes).  Drop the master volume down a little lower (like 95%-97%) and the EQ will work as you expect.
     
    For your Beyers, I'd expect them up in the 60%-70%-ish range.

    Thanks for clearing that up! If I want it louder, it's ok to turn the headphone amp up a little right?
