Ive previously posted about this issue, I recently built a new rig. I7 8700k, GTX 1070 TI FTW2 Asus Maximux X Code, 750w Corsair PSU. The first thing i did was RMA the card, same issue, so i contacted newegg and advised to replace the board, so i got the new z390 Maximux XI Hero. Still getting coil whine, I replaced the PSU with a new 850W Psu, Still getting it, I have literally replaced EVERY part in the computer including the CPU, ram and cooler! I've everything around. I pretty much had 2 computers at this point. So i got out my old GTX 950 and the issue went away. So i figured my luck it was 2 cards causing this. So i had new egg overnight me the new RTX2070 XC, just plugged it in still getting slight buzzing/coilwhine. At this point idk what to do. Unless i have noise  on my electric in the house? ive even tried swapping out the power strip. Do the new cards just do it now? Like im literally out of ideas im just dumbfounded. Ive Ran the ATI tool, i get some weird static for about 30 seconds then it goes away, Ive tried increase/decrease voltage, new Mobo, new PSU, 3 different cards.. Im so lost now.

Sound like the monitor and monitor cables have been the only constant? It could also be the mains power I guess.

i did notice the whine from the 2070 from the 1070 was a bit more quiet, and i did swap out the dvi with a new DP (since the 2070 does have dvi) but i still have the original hdm, ill try swapping that out when i get home. The only other think mabey the benchmarks? because even at one point On both the Maximus X Code and Maximux XI Hero, i took the video cards out and used on board gfx and ran the test and i could ever so slightly hear the sound, so its like the card amplifies it is the only way i can describe it. So i mean at this point, is it even worth keeping the new RTX 2070 and the Z390 Maximus? once its said and done im only out an extra 280 for the newer hardware. Or i can just return the new stuff and keep the GTX 1070 Ti and the Z370 Maximus X Code.

$280 is not a bad price for that upgrade, I'd at least keep the 2070, mobo is less of a diff.

Were the PSU's both the same brand?

Use a Kilowatt meter at the wall which should also show you voltage and see if there is a drop when running games and benchmarks to see if the main power is causing the PSU's to struggle

Maybe start using an GOOD UPS instead of a power strip. Make sure it does under and over voltage protection not just power outage

Plug your system into here - https://outervision.com/power-supply-calculator
Put everything into it, fans included and see what the power end up being, it will also give a UPS recomendation

Same with pc hooked straight to the wall without power strip? How about a totally different spot in the house?

I've never had coil whine.. used nothing but evga psu's the past like 10 years I believe. Super nova 750 and now there 1000watt models.

Mlewis38 any chance of you using some tubing to your ear to pinpoint exactly where the noise is?
Would be silly if it was in fact noise from a fan

I am dealing with coil whine too, also an asus motherboard (z370 prime-a, so not a high model but looks great) with my 1080ti. I will be receiving my first replacement monday, but from what I have been seeing on the internet is: some people who switched motherboard brand from asus to something else got rid of the coil whine. So if my rma card also shows coil whine (first one had this extreme squealing noise which I heard over the entire house haha), we will pull apart my bf's pc and try using his motherboard with the gpu to see if it persists. Guess I will let you know...

Good luck! Though wouldn't it be easier to just try your card in his pc rather then yank his mb out?

My pc goes straight to the wall, there is no obvious coil whine on the bf's pc and they are in the same room. I tried seasonic PSU and now have platinum rated evga supernova 850 p2.
Unfortunately I cannot just plug my 1080ti in his PC as his power supply would probably not be able to run it (it is 500W or sth, gold rated seasonic). He has a gtx1060 so it is still a little of an overkill for him... and no the plan is not to yank the mb out - though it might actually be easier. But the power supplies need to swapped to test it with his mb and we both have ones with very short cables (modular but cannot reuse cables anyway due to potential damage caused by incompatible cables). That is why I have not thought of just testing it in his system to begin with as it involves having to take both pc's apart and afterwards spend lots of time redoing ALL cable management.

I see you also rock an asus board. Any coil whine issues in your case? Though I do see yours is super expensive here! To be fair as a uni student who has no parents and tries to work part time but has a passion for gaming, I can't afford to randomly buy parts after putting in 850 euro for a gpu.... at first I was led to believe it would improve with use but after letting it run ati tool overnight a few times there was no improvement - I only chose not to return it because of the possibility to get 10 year warranty and loving the card in other aspects... The 1080ti's are moreover kinda sold out here for a while already, I took one of the last 3 or so that were in stock and that's it :(

These posts seem to have covered the basics.  Just pointing out there is a FAQ on the subject

How many FPS does your monitor support ?

    FAQ ID # 59535
What is coil whine, and how does it affect my video card?

    (excerpt)
On occasion, an inductor coil vibrates at a frequency in the range our ear can detect.
This is particularly common if your card is processing 3D frames at a high rate, 100 FPS+.
Coil whine can be particularly prevalent when in a game menu and no FPS cap or V-sync is enabled.
You may notice greatly reduced coil when when enabling V-sync as a result.

I've been gaming on PC's since 94 and never had coil whine other then the zotac 1080 card I had for a couple of days before retuning.. upgrading most of the time when something new comes out.. though I will admit back when we all had loud pc fans! Haha so.. could of covered it up.

Basicly been water cooling since 2000 i believe..

Yeah.. I'd try limiting the frame rate to see if that quiets it down. I believe theres a option to cap frame rate barried in a menu in evga's precision x oc.

Sometimes I wonder if it was actually coil whine though on the card I rma-ed. I know what I heard during the ati tool (insanely high pitched squealing and super loud that even my bf who is a car mechanic with hearing damage commented on how bad it is), BUT it was a totally different noise from when gaming. When gaming it was more like buzzing rather than whining (really loud, which went over the fans too but slightly less loud than the whine during ati tool - both were audible behind a brick wall nevertheless). Also it happened no matter what the fps was (even happened during times when fps would be around 60 or less in demanding games or benchmarks, it did not matter).... It seemed to appear when there was significant load on the card (seemed to be anything over 50% or so). Adding voltage did nothing, increasing power limit did nothing, trying to OC the card resulted in the game crashing and subsequently not launching until OC was removed (was nothing crazy, like +50 or so). So as much as I wanted to love the card, I couldn't. If it were only in menus, fine... but having a noise as painful as nails on a chalkboard when gaming at 60 fps is not ok imo. I'll see when the replacement arrives.

What resolution are you running?  My 1080 Classified will whine if running at low resolution and FPS are hitting above 300FPS Just a thought
