Is there anyone in here that plays Cities Skylines on a regular basis? If so, looking at my specs below, do you think going from 12gb ram to 24gb ram would help much?

    I don't know for sure. There are thousands of Mods in the Steam community that people use. I am in a Facebook group for the game in which people say things all the time about upgrades, but I would personally trust some viewpoints in this group. I would assume more knowledgeable to the tech part. Some people have like 32gb ram and have issues. Is that because of bad mods or some other issue. It is a simulation game, but it seems hard to grasp that this little ol city simulation game could require so much horsepower.

    I don't know for sure.

    Look in Windows Task Manager/Resource Monitor. It will list the amount of RAM consumed per application and the total system RAM consumed. The answer is easy to find. Once you know how much memory is currently being used, you will know whether increasing the amount of system RAM will help.

    No ram isn't going to increase your performance. The game is very CPU dependent and since your CPU is ancient, upgrading the CPU will result in a massive increase in performance especially when you get into larger cities.
