Cant get cooler to go over 1000 rpm

Hey people
 
So my issue is with the clc 280mm cooler, it wont go past 1000 rpm? I think its due to not having the usb anymore. 
 
The problem I have if its the usb how do i get one i tried everywhere and evga support isnt much use either

    AIO coolers need a USB connection for software control, like EVGA Flow Control, for control of Fans/Pump/RGB, without it they just use the built-in default logic to control things.

    You need an Internal USB 9-Pin to Mini USB Adapter Cable..AIO coolers should come with one..Here is one for just 10 bones and free shipping, there's others around.

    There's also adapters to be found all over the place too if you need/want to go that route.

    Search around and you'll find aftermarket cables, adapters and stuff to get you fixed up.
