I have tried everything, including flashing BIOS from MoBo, used both BIOS's, CMOS reset, BIOS reset buttons and keep ending to window asking password that I have forgot. The LED indicator says E4 after bios flash from MoBo and the following (error) codes are 9C, D7 and finally when the bios asks password again, the led indicator says A8

Flashing your BIOS won't change your Windows password, nor should it. You will need to contact Microsoft if you forgot your Windows password or do a complete Windows reinstall.

If it is your BIOs password and not a Windows password then this will be an issue. You can try removing the BIOs battery, perform a BIOs reset. Wait 30 minutes. Put the motherboard battery back in and retry.

If that doesn't work then you'll need to contact EVGA tech support for your Z490 EVGA motherboard.
