Cant buy extended warranty

My when I try to purchase 5year warranty for my 3060ti it says on PayPal page that this merchant doesn't support my credit/debit card. What? I tried other cards but it didn't help.

    Others that have had this issue have put a balance into their Paypal account and this allows the transaction to go through.
