First i am from greece so the prices are different to the european site of evga. Second my question is i will be eligible to step up if i buy one new 970 or i must buy 1050 or 1050ti first and later to upgrade to 1070/1080?

yes you can if they meet these requirements.

Only products that carry a valid limited lifetime warranty, or products that have purchased an extended warranty, qualify for the Step-Up program.                   (A brand new EVGA GTX 970 from a AUTHORIZED retailer would)
Only new purchases qualify for the Step-Up program.  Products received from EVGA RMA may qualify for the Step-Up program if your original product's purchase date is still within 90 days from the time you start the request and qualified for Step-Up before your RMA.
Products must be purchased from an authorized reseller, retailer, e-tailer or distributor of EVGA products.  Products purchased through unauthorized channels, such as second hand or through eBay, do not qualify for the Step-Up program.  Products received free through promotion or contest do not qualify for the Step-Up program.
