CPU CLOCK SPEED

My cpu's base speed is 3.8ghz and the max boost clock is 5.1 ghz. When I turn on my pc and it's completely idle with no processes running, it's boosting to 4.7 ghz. I would normally expect this kind of boost while under load but my cpu is deciding to boost this high for no reason. Idk if it's because my ram is overclocked or because i'm currently running on an igpu but how do i fix this? I heard that the cpu will run as fast as it can with the thermal and power headroom it has but i'm still not sure.
 
Cpu: i7-10700k
Mobo: Msi Z490 gaming edge wifi
Ram: 16 gb crucial ballistix 3600
AIO: Cooler Masterliquid Ml240l V2

    That's perfectly normal. Even though your PC is idle, there are various background tasks being performed and the CPU will turbo when performing them based on its available thermal headroom and power.

    Change the Control Panel -> Power Options in Windows from the default of Balanced (recommended) to Power saver and see if it downclocks more.

    It's not really using much power at all even if it's turboing up to 4.9Ghz background tasks and most antivirus don't really load the CPU at all. You can do what bob suggested in Windows and see if it turbos less, but it may also adversely affect your game performance in some games that use a lot of static menus as it switches from 2D to 3D your CPU will be less responsive to loads placed on it and prefer a lower power state.

    Nope it won't hurt the CPU at all, as I said it's expected behavior.
