I have the 7820X with the CLC 280.  Took some playing around with different CPU speeds and voltages.  Found a comfort zone around 4.4 GHZ, where the voltage of the CPU hits 1.18.  Not willing to touch 1.20 volts for Skylake-X...that's when it really gets hot.  How high are you overclocking?  Did you set an aggressive enough fan speed?  Did you set the fan speed for Coolant temp or CPU temp?  If you can be happy with an overclock that gives you voltage under 1.20, you might find a more satisfactory temp.  Right now, with temps in the house mid 70's.  I idle at low to mid 20C range and using the  System Stability module in AIDA64, my CPU tops out around 61C.  I don't like using Prime, because the load it puts on the CPU isn't as realistic as others.  Hits too hard...
