Recently I have become the proud papa of a brand spankin' new EVGA RTX 3060ti.. 
 
Unfortunately, things haven't gone as well as I had hoped..
 
It's a bit of a back story, so grab a diet coke or a beer..
 
My initial setup was an ASUS P9X79 PRO Core i7 3930K CPU and 32GB DDR3 RAM..  My video card was a GTX-970...
 
CoD Warzone is about the only game I play and I was getting 50-60 FPS..  Playable but I wanted more..
 
Enter the RTX...  Installed it.. Did all the driver updates etc etc...  
 
Played Warzone...  FPS was only about 60-70 FPS... Considering the price I paid for the RTX, this was not much extra bang for my buck..
 
Got some really awesome help from the guys over in the CoD Forums..  Went round and round for a couple weeks before we determined that the likely cause was my 3rd Generation hardware..  Ancient by computer standards...
 
So, I upgraded to a 9th Generation Setup...
 
GIGABYTE B365M DS3H, Core i5 9400F, 24GB RAM..
 
Did a fresh install of Windows 11, then Windows 10...  All the drivers and everything done...  
 
Loaded up Warzone...  STILL only 60-70 FPS...  The wierd thing is the FPS doesn't change from HIGH GRAPHICS to HIGH PERFOMANCE extremes..  GFX settings at rock bottom visuals produces the same FPS as ultra high visual settings...
 
I can't understand why, no matter what hardware I use or what settings I use, I don't get much better FPS than I did with my GTX-970...  Honestly, it's driving me to drink..  Well, more of a short walk, but that's another subject..  :D
 
Thinking it might be ONLINE/LATENCY issues, I tried local bot matches..  Same FPS...
 
So, I am stumped and the only thing I can think of is a bad RTX card..  But I can't see how it would work fine except for the FPS issue..  
 
Here is some MSI AFTERBURNER data that might help tie down the issue..

As I mentioned, CoD is usually all I play, but I loaded up TITANFAL II and FAR CRY 4 to see if it was game specific...

I also have a lot of HML graphs from AfterBurner and the thread from the CoD Forum going over what's been tried, but I have to get a few posts under my belt before I can post those..  I can tell you that, according to AB's HML graph, I am only using between 25% and 35% of my GPU.  Temps are well within norms...
 
I have talked with the company I got the RTX from and they are talking about having me send the card back to EVGA for a replacement.. 

Since I really don't want to be without my rig and I am not 1000% sure it's a bad card (but the evidence seems to point to that) I figured I would try the EVGA Forums on the hopes that it's something with my system that can be fixed..
 
Any hits, tips or suggestions would be most appreciated..

Do a 3Dmark benchmark which u can compare.
Check GPUz for load, temp, Perfreason etc

I already have GPUz loaded up.  But what would I compare 3Dmark too??  The standard for what the FPS *should* be??

I see that to download and use 3Dmark I have to install STEAM..
 
Not a real big fan of installing a bunch of programs that will clutter things up later...
 
But if you think it will help diagnose my problem then I am more than willing to do so..

You can compare scores within 3dmark between similiar systems to see if its off or not.
U can also download 3Dmark from the website if i am not mistaken.

Btw, u are the first PC gamer i come across that does not have steam :)

Reason why i advised to use 3dmark for benchmark is that ingame benchmarks cant reallt be compared because there is no database. I have no clue if the ingame fps scores are good or not. No reference material

Good luck, hope u get this figured out.

Ps, u said u only play cod, u dont need steam for that indeed my bad

I hear ya.. No worries..  Yea, I am pretty much exclusively CoD but also enjoy the Far Cry series..
 
Eagerly awaiting Far Cry 6, although Hope County, Montana and the Peggies saga (Far Cry 5) is going to be a tough one to beat...  :D

Tried to read through all that ,... but my question is what resolution are you playing at ?
  If it's 1080p , you are not going to see any huge increase using the 3060 , vs a 10xx series or even a 970.
 
Second thing,.... and I'm not trying to belittle you or your system.... but the newer setup isn't exactly the latest & greatest processor / chipset out there either.  
    lots of games make every bit of use of more cores and latest multi-threads to get everything done faster & more efficiently,.. so with what you have , it seems like it's about what you can expect.

With a 9400F you are still CPU limited. You didn't do a whole lot to alleviate your CPU bottleneck. This is evident in there be no performance increase in going from low to high settings in game. Your RTX 3060 Ti is performing fine, your CPU just can't feed it fast enough to show any performance gains in that game. 
 
As the others have suggested post a 3Dmark Time Spy run. You won't be able to post a link or a screen shot since your account is so new but if you break up the url link by putting spaces in it we can copy and fix the link to find your score.

Is VSync on and limiting your fps to refresh rate? Try turning it off if it's on

I had mistakenly believed I was getting a 10th Gen system.. I didn't pay enough attention to the specs and all..

So, you are saying that my MB/CPU setup is still the limiting factor??


I discarded that possibility because I assumed that going from a 3rd GEN to a 9th GEN would at least show SOME improvement..

Apologies for not getting to this last night...  I was coming off a 20-hr day and I was beat..
 
Too add to all my hardware issues, I have really slow internet (Rural Area... COM'ON STARLINK!!!) so installing the 3DMark Demo took over an hour so I crashed...
 
But I am bright eyed and bushy tailed today and rarin' to go..  
 
Ran 3DMark-Time spy..  First hiccup.. If I am reading all the info right it appears that, if I want to post my results to my 3DMark account I have to have the purchased version of 3DMark.. :(  I have tried to link the 3DMark account to the STEAM account but it just takes me in cicles..  
 
So, what I did was took screen captures of the 3DMark results and posted them here:

Apparently, CoD and STEAM don't play very well together...
 
I had STEAM in the background and tried to load up WARZONE...  Sat at the LOADING screen in WZ for over an hour..  Just sat there..
 
As soon as I closed and uninstalled STEAM and then retried WarZone, WZ booted right up...
 
Onwards and upwards...

Highly recommend you purchase 3DMark so that you can compare results online - this will show you how your system stacks up to similar systems.  PCMark would also be useful to show you that CPU performance.  If your CPU is going 100% while the GPU is at 70% then you have a CPU bottleneck.
PC Gamer's review of the 9400f mentions likely CPU bottlenecks.
 
Found some different videos like this that show how your setup should perform in Warzone if you fine tune the performance settings.

Your CPU temperature is pegged at 100C for almost the entire Time Spy run.  It starts the run at 80C and ~4GHz and almost immediately shoots up to 100C and drops to ~2GHz.  This shouldn't be happening.  What kind of CPU cooler are you using?  What are you idle CPU temperatures?  I'd imagine that your CPU constantly thermal throttling is bottlenecking your GPU.

My system doesn't seem to like STEAM very much which, as I understand it, I need to run to run 3DMark...

I do have a pretty crappy CPU Cooler Fan...  I'll make that my top priority..

OK, so I was checking my CPU temps..  They were very high... Low 70s C...
 
As I mentioned, I do have a crappy CPU fan....

So, when I checked it tonight, I noticed that not only was it a crappy CPU fan, it was also loose.. Not cinched tight to the MB..  
 
I really hate this kind of CPU fan, the kind with these quarter turn type connections..  So I cinched it up as best as I could and ran SPECCY which told me my CPU Temps were down around 40 degrees....  From low 70s C to mid 30s C...
 
OK, Cool...  No pun intended... :D
 
So, not expecting much of a change, I loaded up Warzone for a quick round..

I know, I know... It's illogical to get so pumped over such a minor increase..  But hell, I have been battling this for almost a month now and ANY improvement is totally awesome...  :D
 
Unfortunately, the AFTERBURNER HML log didn't pan out, but I'll play with that in the morning...
 
I am also going to re-run the 3DMark graphs and compare it to what I got yesterday...
 
I am also going to replace the CPU FAN with something better and redo the thermal paste with some good stuff as well..
 
But I think I am closing in!!!!  :D

Glad that affixing the cooling fan properly looks to have solved your issue.  Out of curiosity, did you run Time Spy again?  If so, I'd be curious to know what the improvement over your old score of 7,872 was.
 
As a side note, if you have any thermal paste on hand, I'd reapply, even with the crappy cooler.  If the cooler came loose, the current thermal paste is likely no longer transferring heat to its full potential.  You may be able to improve your gaming/benchmarks a little more by reapplying--although, a 100% improvement in CoD average framerates (48fps to 97fps) just by reattaching the CPU cooler is already impressive.

Yea, I have some good Arctic Silver 5 I am going to apply today..  I also have a ton of parts flying around my house so I am going to see about replacing that cheap stock cooler with something a bit more higher end..
 
I plan on running TimeSpy again.. I'll just have to reinstall STEAM and the like to get it going..

Luckily CPU coolers are pretty inexpensive for a good one and easy to find. If you are replacing one though with one you have laying around from another build that is an AIO keep in mind that the liquid can evaporate even out of the best coolers. If the cooler is over 2-3 years old I would consider a new one because of this.

Thanx for the reply...  I don't have any liquid cooling units..  Just heatsink/fan type coolers..
 
But you got me thinking..  Would a liquid cool unit be worth it??


I mean, it's only a 9th GEN 9400F...  Would a liquid cool setup give me more FPS over a conventional Heatsink/Fan setup??

I wasn't able to run the TIME SPY 3DMark yet..  When I uninstalled STEAM the other day, I guess the 3DMark went with it.. 
 
The reason I uninstalled STEAM was before it didn't play nice with Battle Net..  I have since discovered I don't HAVE to uninstall Steam..  I simply have to shut it down and BattleNet/Warzone works fine..  So I have to redownload the 3DMark and it's a 2hr download with my crappy internet..  So I'll do that from my shop later in the morning..
 
I did do a WZ match this morning...
 
Here is the AfterBurner benchmark...

Average framerate : 107.9 FPS
Minimum framerate : 65.7 FPS

Increased my FPS by 10..

Note the GPU usage has more than doubled!!! 

I am thinking (AKA hoping) that with the good thermal paste and a better CPU cooling rig, I might actually see the 120-150 FPS I was hoping for..

Then maybe upgrading the CPU or even MB/CPU to a 10th Gen???

And RTX Nirvana would finally be within my grasp!! Heh

One more quick question..
 
Can I download the 3DMark Demo without STEAM??
 
If I can download the demo and then put it on a thumbdrive, I don't have to take my whole rig to my shop.. I can just download the Demo from work, put it on a thumbdrive and then install it thru STEAM when I get home.. 

Is that possible??

Apologies for disappearing...  My motherboard took a carp and died on me..  I have a replacement coming that should be here (fingers crossed) by Weds..  I'll follow up with the Time Spy test results when I get it all put back together..

I have somthing similar to your old setup, i7 3770k, OC to the max, @4.6ghz.
 
-2k mix of high and med at cyberpunk, DLSS, no raytacing ; 52 fps avg.
-4k GTA V redux edition, ultra ; 45fps
- 4k Mafia 1 definitive edition, ultra ; 51 fps
- doom ethernal, nighmare, 4k : 80 fps
 
My score in passmark for the 3060ti : 19800
 
Yes it runs hot, low 70°c. I have a open case.
 
I deshroud it , and slap 120mm fans to reduce the noise, gaming in around 66-67°C. Not a huge drop, cooler is too small.
 
I still have better performance than my MSI 3060.
 
Inb4 CPU limited, tried in a new machine i5 11600k, got and average of 15% better performance. dont worth to upgrade it, waiting for 12th gen with ddr5 boards to be available.

Yea, I don't think my problem was cooling as I had a really hefty Heat Sink on my old 3rd Gen rig...  But I appreciate the input..
 
My new ASUS TUF B365M is going to be here today..  I'll be posting my new TIME SPY run later tonight or first thing in the AM..
