Bottlenecking GPU

Just a curious post here.  I built my computer several years ago.  Only two parts have been upgraded since then.  I installed a 512GB Samsung 860Pro SSD, and upgraded to EVGA 1080ti FTW3 x2 (SLI).  I wanted to enjoy ray tracing, so those went out and I installed the EVGA RTX 2080ti XC Ultra.  Wanted the FTW 3 edition, buy my inWin mana tower barely fit the 1080ti (card was right against the HDD bay frame).  I have the intel Core i7 3770k, have a steady OC of 4.9Ghz, and 16Gb DDR3 @ 1600Mhz.  I am curious if anybody else has a system as outdated as mine while running these massive cards.  My CPU had no problem keeping up with the original GTX Titan 6Gb DDR5.  But these cards today are insane.

    All the online reviewers and on other overclock forum they are saying you need Intel 8700k or higher to use the full potential of the 2080ti. For sure a 3770k is bottlenecking it. I have 7700k and still is bottlenecked as well.

    Disable Spectre and Meltdown protection and see if your CPU does better.
