Asking for some Help

So I upgrade to a ROG STRIX Z490-E Gaming motherboard and a 10850K processor and 32 g of qvl approved ram old case and 1300w EVGA powersupply and my 1080TI's in SLI.
it starts out good everything works then one day on startup it says CMOS reset and asking for intel or amd defaults so I setup everything and its working normal. Then about 2 weeks while playing a game it goes to a black screen with a sound loop power button does nothing so after 5 min I shut down with psu power button. On attempt to start only accent led's are on no Q led 's and the Q code says 00. Unplug everything and reseat still the same. Try a new motherboard and it does the same thing... Could my new CPU have died? or did I get a DOA motherboard

    A few things you can try...
     
    1.  Remove the 1080's and connect your monitor via HDMI to the GPU in the processor to see if you get any video
    2.  If you have another Power Supply...give that a try
    3.  Replace the CMOS battery and clear your CMOS  Found this for you:
     
    " As it turns out, one of the most common reasons that might be causing the 00 Q error code is an inconsistency that’s perpetuated by the CMOS (Complementary Metal-Oxide Semiconductor) battery. In most cases, this particular ASUS Q error is caused by some type of corrupted data that’s preserved in-between startups and needs to be cleared. "
     
    Another source: 
     
    The CMOS battery in our motherboards maintains certain information. But if that information is corrupted and the computer is unable to recognise the data as corrupted, then you will face this Error Q-code 00. So to clear out the data stored in the battery, you will have to take out the CMOS battery from the motherboard temporarily.
    • Firstly, remove the chassis holding your PC together and open up the Asus motherboard. Make sure that your hands are not wet and the power chord is disconnected from the power socket completely.
    • Now identify the CMOS battery in the motherboard. It will look like the battery you see on wristwatches.
    • Remove that battery from the slot and wait for half a minute. Then insert the again. The half a minute break will drain the capacitors in your motherboard, and that will clear out the information or data stored in it.
    • Now assemble everything once again and turn your PC on. Check whether the same error occurs again or not.
     
    4.  If at that point you are getting nowhere...you might try another CPU.

      Thanks for the info, I tried a new battery and no go, removed1080's and still no go

    Couple of other things you might try. 
     
    1.  Try to boot with just one stick of memory installed.  Move around to all the slots until you have tried 4 slots
    2.  Any way to test your PSU?  Check the main 24 pin and additional CPU pins at the top of the board.  Make sure that the cables from PSU aren't broken, etc.
    3.  Check all connections to the board (fan headers, cpu cooler...everything...).  Make sure none are loose
    4.  Start removing connected hardware (HDD / SSD / Video cards / Peripherals.  Take the MB out of the case to rule out a short.  Then try to boot outside the case and see if you get anything.
     
    The main suspects are usually PSU / CPU / Motherboard.  Since you have already replaced the MB once...odds are that it's not that.  I would somehow try another PSU and see if any change.  If not...can you go back to where you purchased the CPU and swap for a new one?

    T,hanks for the response I tested the powersupply with a psu tester and it says all is good there, tried the ram already and no difference. 
    I am past the 30 day window at newegg so I have to send it to Intel, hopefully that doesn't take to long.

    Sorry to hear it!  Intel is usually pretty good about RMA.  Their stock has not been an issue...so I imagine 7-10 days turn around....depending on method of shipping

    WELL I have found that even though the 24 pin motherboard cable appeared to be pugged in at the powersupply (a 1300 EVGA) A removal and inspection and a reseat seems to have caused a solution. I guess time will tell.

    Funny you should mention this.  I have the X299 FTW K and learned early on that the 24pin cable from my HX850 was a very tight fit into the board.  I remember I had to put more force on it than any other cable.  Wish I had remembered that.  Sounds like you are up and running?

    yeah my recent build with a x299 dark had the same deal. plus was such a tight fit and would not clip down, had to force the clip down to get it to hold. Probably more snug then a bug in a rug.

    During my time working in pc repair, I've found that most power supply testers are literally dangerous garbage.  Dangerous, because a psu that fails in a way that puts out too high of a voltage will pass the test on those testers.  The troubleshooter will then replace the motherboard, and the psu fries the new motherboard.  I've seen this happen in my one shop.  The only way I'll test a PSU is with a digital tester that has an lcd display that shows voltages (fortunately, these are becoming a little more common), and I'll never replace a mobo without doing that first.  These testers also show something often labelled PG (a measurement in ms of how long the psu takes to indicate that it's ready) which can indicate a problem.  Lastly, if you see instability in the voltages on the tester, especially if it dips outside of the range and maybe even if it doesn't--that also indicates a PSU problem.
