Hot!Artifacts on The Division 2, is this a Driver or hardware issue? EVGA RTX 2070 FTW3

Hey guys I have been playing The Division 2 but I wanted to try the game at 4K resolution and I noticed some weird artifacts happening on some scenes, but there is one spot that is always showing like that so is the perfect example to show you guys.
 
I would like to know if this is a driver issue or is the GPU failing.
 
Specs:
Ryzen 9 3900x
evga rtx 2070 (I tried latest driver and older ones like 441.41)
asus crosshair vii hero x470
ram 16gb g skill flare x
psu corsair rm650x
ssd samsung pro 970
windows 10 latest updates

    That is a game engine or driver issue. That isn't artifacting.

    That is definitely not artifacting. That is some sort of game engine issue. If the card was artifacting it would exhibit issue in both windowed and full screen. Furthermore artifacting is usually manifested visually on screen over the whole screen. Not only in the shaded areas or in perfect outline of your character. You need to contact the developer and tell them to fix their game.

    I wouldn't be so quick to assume that. I've not heard of anyone else exhibiting those artifacts (yes folks those are artifacts, they can be hardware or software or firmware caused) you are seeing on screen. I play this game quite a bit and it has its issues, but that, is not one of them.
    Have you changed any settings in the Nvidia Control Panel? 
    A hint here might be that you are apparently only seeing this at 4K. Is that accurate or do you see it at all resolutions?  How are you connected to your display? What type of display do you have?

    I wouldn't be so quick to assume that. I've not heard of anyone else exhibiting those artifacts (yes folks those are artifacts, they can be hardware or software or firmware caused) you are seeing on screen. I play this game quite a bit and it has its issues, but that, is not one of them.
    Have you changed any settings in the Nvidia Control Panel? 
    A hint here might be that you are apparently only seeing this at 4K. Is that accurate or do you see it at all resolutions?  How are you connected to your display? What type of display do you have? 
     


    Those are 100% NOT GPU artifacts. I have the game it has happened before on 2 of my PCs with some patches to the game and various driver revisions not working well with the game. I'd be willing to guarantee you he has no issues with other games or titles he plays. It's a issue with Division 2 itself. It's some kind of resolution scaling bug with the game with changing resolutions or going from full screen to windowed. It's game engine issue.

    I'm not sure what you're arguing.  Those are artifacts. What is causing them is the issue. I've never seen or heard of that particular issue for this game. I also use various scaling in game at 4K native.  I use both Full Screen Full Screen Windowed whatever. Never seen it. Never seen it reported on forums. I've over 200 hours in the game. Surprising you didn't post you had 'the exact same issue' in your first post and two PC's no less. Nor did you apparently contact the developer. I couldn't play with an issue like that.  Remarkable.  You could possibly be right. Asserting you ARE right, is silly.

    I also have hundreds of hours in the game - YES it has had many problems over the past , whether it is drivers, cpu scaling or in-game engine problems for sure..
     
    Giving my 2 cents - this looks like a shadow/ lighting texture bug error from the nvidia driver or engine.
     it would take forever to get either parties to figure it out or admit to it... but anyways, off the top of my head I don't think that is a hardware problem.

    I have over 1100 hours in the game. Those are not artifacts in the classic sense that the user is concerned about. They aren’t indicative of a failing GPU. Just because you’ve never seen or heard about something doesn’t mean it doesn’t exist and with your relatively insignificant playtime I’m not surprised.  Remarkable that you’d be so arrogant to think so. 


    I don’t know why you do this nonsense whenever anyone tells you something differently. Its quite tiring to be honest and in years past I may have had the energy to continue this fun little exercise but I just don’t have the energy anymore. I answered the OP here short and simply because I was sure of what I posted. I didn’t feel like I needed to post some long winded tirade of my experience with the game. I knew what it was, I’ve seen it so I posted to let him know it wasn’t his hardware causing it. Short and simple. But that’s never the case with you for whatever reason, and I know you’re going to post back with some more reverse analytical nonsense but today I just don’t have the energy or care to feed your need for disagreement.

    I have over 1800 hours in Division 2, I'm using a 2070 super and my gf's rig is using 1080's.....neither machine has ever had anything like that happen. Last time I remember seeing things like that on my screen was when my 1080 hybrid had the pump fail.

    There is a setting that fixes this. I believe lowering shadow resolution fixes it. I can't remember the actual setting, but it is related to shadows. It is also the game that is at fault here. I played this game when it first came out and this was an issue, funny how it hasn't been fixed yet. I'd fire it up and tell you what setting, but there has to be a pretty big update waiting for me by now.
     
    EDIT: ~9 GB update, not bad. I'll be back with the setting in a moment.
     
    I think you lower shadow quality to fix this. I started playing it again, but it is difficult to recreate because it did not have this issue all the time for me, only in certain areas. I did find one spot that was doing what yours is, although to a lesser extent, lowering shadow quality eliminated it.

    I tried editing shadows settings even everything to low but the issue is still there, I think that maybe is the GPU itself, since I tried lowering -500 core and mem clock and 47 power limit and the "artifacts" were slower that way like the movement, while in stock was faster, I thought it was the FPS at first, but then I tried capping it and it was the same result.
     
    Should I RMA the card? I had some nvlddmkm crash playing LA Noire and Wolfenstein Youngblood + Raytracing (but using an older driver 441.12)

    I tried stock settings in the nvidia control panel and some custom settings like high performance mode and latency mode on. 
     
    It happens very rare on 1440p but 100% when 4k. I'm through HDMI and my display is lg 27mk600-m. BUT I tried 4k using my LG C9 and the issue is exactly the same.

    GPU issues are normally seen in a lot of different games. So if you want to rule it out then start playing a bit of other games or running benchmarks. You probably will find that it's a driver/ game engine issue with Division 2 but it's always good to check just for some piece of mind.

    You can just use the debug mode in the Nvidia control panel to remove the factory overclock for testing. Go into control panel and select "help" and then "debug mode". To put it back in normal mode, just do the same steps. It makes it easier than setting your clocks down manually. Did you try the settings at 1440p? I don't have a 4K monitor, but changing the shadow settings fixed this for me on my 1440p monitor, same flickering shadows. Also, this happens on both of my GPU's/computers.
     
    I used to use EVGA's artifact scanner in the OC Scanner application. Not sure if they even recommend this program anymore, but it did detect a bad GPU once for me. I sent that GPU back to EVGA and my problems were gone. https://www.evga.com/ocscanner/
     
    If I remember correctly, my issue was also the driver crash on a frequent basis and artifacts in 3d Mark. Your driver crashing is more concerning to me then The Division 2 having issues with shadows.

    A 2070/super in 4k is going to be a tough res to run at any good quality. 1080 and 1440 np, but i think between running 4k and probably some quirks with the game itself youre not going to get a satisfying result, unless you put it on low quality.
