Artifacts after POST in main OS but not Safe Mode

I've only ever seen artifacts on a dying/dead card.  In POST or low res safe mode, things look fine, but in normal use things look terrible and freeze at login, before loading programs.  System has been sitting several months without use and it worked fine before.  Nothing has been updated as far as I know.  Thanks in advance for any advice.  
 
If it makes any difference: GTX 950 w/ Server 2016.

    A complete clean uninstall and reinstall of the video card drivers is a good start.

    Sounds like the card has a problem. Try testing it in another machine to see if it acts the same way in another pc.

    I blew out the dust and it's working for the time being.  Can the solution really be that simple, or is there more too it?  I've never seen this happen before :/
