More than likely yes, you will need to upload a copy of the sales invoice showing the amount you purchased the card for along with the name of the company and date of purchase. New Egg is a large sales company so it should. My local shop is a one location business and I was accepted into the step up program for the 3080 which I changed to the 3090 after the slow progress of the 3080 step up queue. I haven't bought a card from New Egg so that's why I'm saying more than likely. I don't want to be that guy that says yes, and then you run into issues. But based on my ability to join, I can't see why they would allow it as long as you are able to submit the things they need for the step up. Just be sure to register the card as soon as possible and sign up for your step up as well. I would do this even before you register your card just to make sure it is done within the window you need to. Hope this helps.
