So a friend of mine got the 40%, but isn't willing to camp the system to get a notify set up for the new 30 series card.  I am on the other hand.
 
Does anyone know if the coupon is attached to the account?  Or can he give me his discount code if I get a notify?

I'm guessing you're talking about spin the wheel which is for elite members only. That is linked to your elite accounts, and can't be used on a different account.

Also wondering when the 'cheaper' (only 1200 lol) version of the 3080 Ti is going to allow notify set up as well.  That is the card I really want.

You can get also get your own discount code when you become an elite member. Go to this page. Scroll down, you will see "EVGA ELITE Spin to Save". This will give you 10-40% discount. 
 
On top of this, you can also get 3-10% extra discount by using an associate code. To do that click on the badge below this comment "EVGA Associates", a new tab will open saying cookie created, now when you next time checks out something, it will automatically apply associate code and give you a discount depending on the product. 
 
I would suggest don't waste time on 3080 Ti anymore, the queue is way too long now. Instead, prepare for RTX 30 super series.
