Hot!Adaptive Voltage Control Issues

I have been noticing some oddities recently with my x299 and 10900x. If I set adaptive voltage control to Target Voltage : 1.2v and offset +30, the board just sends the "normal" voltage amounts to the processor, which ranges from 1.312 to 1.409. What am I missing or not understanding?   Along with that I was setting a per core overclock ( testing cpu ) : core 10 - 43  , core 5 - 44, and rest of the cores to 46. Cores 10 and 5, held what they were configured to, however all the other cores sat at 45.
Bios was reset mulitple times - v 1.26

    IIRC, someone mentioned that until you set a multiplier higher than the highest turbo boost bin, the stock voltage will be used.

    Adaptive voltage can't be set lower than stock VID. Use negative offset if you want to use adaptive voltage, or use fixed voltage.

    As a213m pointed out the Intel VID table is overriding tour settings.

    Thank you all for the responses. For the turbo bin, that is referring to the Turbo Boost 2, not 3 correct?

    i have same problem with this, but u must give 1.3V and -0.100 offset then u have 1.2V.

    I am using 1.2V with offset -50mv
